Basically, the guy wants to abolish last-hitting as a mechanic by modifying the gold-reward schema. It's an interesting read.

I personally disagree with a lot of the content. The writer is clearly intelligent, and I do think that last-hitting minions is a mechanical task that doesn't necessarily further the game. However, apart from that many of the problems he mentions are actually features of the game. Leaving my lane to gank another champion -should- contain some risk, because if it's all upside then there's no clever gameplay. Players need meaningful choices, the current method offers them where his proposed solutions do not. As for towers, I think he drastically underestimates the importance of killing a tower. Most games are won not by CS, but by champ kills and tower kills. Try playing a game in which you focus exclusively on last-hitting against any normal team, and you will be crushed.
Last hitting is a little mechanical, but it also gives you something to focus on while there are no enemies. It also presents a clear benefit to harassment - by drawing your attention to me, I force you to give up some last hits. Risk/Reward.
I fear that his proposed changes would make minions just background noise, closer to the status quo in Dominion where they tend to be ignored. Personally, the most enjoyment I get in the game comes from murdering a gigantic creep wave. It just has a visceral appeal to it.
I also agree that the "0 cs" support doesn't sit well with me, but the gold/10 items help to negate that a little bit. However, since those supports are expected to grab wards that cancels out.
What do you think? Is it a problem? Does it need a solution, and if so would his solution enhance the game? I'm leaning towards "no", but it's not a strong opinion.
